1. Made AIFF and WAV to APE conversion copy some ID3v2 tags (artist, album, name, image, etc.) (this makes WAV parsing read all the blocks instead of stopping after the data block, so please report any issues) (this also bumps the interface version now that tags can be passed to the compress calls).
2. Fixed: Big endian 24-bit and signed 8-bit would play as static in Winamp.
3. Changed: Updated to Visual Studio 17.14.11.
